Gary Taylor officiating. Interment will follow in Friendship Cemetery, Haynesville, LA under the direction of Bailey Funeral Home – Haynesville.. Visitation will be held Monday, April 29, 2019, 12:30 pm – 1:30 pm at Bailey Funeral Home – Haynesville. Mr. Carter was born on April 23, 1966 to James S. Carter, Sr. and Gay Carter in El Dorado, AR and passed away on Tuesday, April 23, 2019 in Bossier City, LA. He was a Independent Oil Consultant. He is survived by his wife, Pamela “Pam” Carter, one son, James Dustin “Dusty” Carter, both of Haynesville, LA Mr. Carter was preceded in death by parents, James Carter and Gay Wyatt Carter, and sister, Lisa Gay Carter.
