Frances (Waugh) Jacob, 98, of Wellsburg, WV, passed away peacefully at 12:24 PM on Thursday, April 25, 2019 at Liza’s Place, Valley Hospice Care Center South, Wheeling, WV. Frances was born on September 17, 1920 in Wellsburg, WV. She was the daughter of the late Ashley and Tiny (Russell) Waugh. Frances graduated from Bethany High School and Wheeling Business School. She was a member of the Wellsburg First Presbyterian Church, Wellsburg, WV and the Civic League. Frances retired after 50 years from Eagle Manufacturing, Wellsburg, WV. In addition to her parents, Frances was preceded in death by her two sisters, Dorothy Chapman and Margaret Mercer. Frances is survived by her son Richard W. Jacob and his wife, Dr. Susan Jacob, three grandchildren, Shelby Armstrong and her husband, Ike, Dr. Leslie Moro and her husband, John, and Ashley Billions, nine great grandchildren, Isaac, Anna and Rachel Armstrong, Caitlyn, Madison, and Hailey Moro and Ethan, Jackson and Sadie Billions and several nieces and nephews. Family and friends will be received on Saturday, May 4, 2019 from 10:00 AM until time of Funeral Service at 11:00 AM at the First Presbyterian Church, 901 Charles Street, Wellsburg, WV with Chaplain Ron Rice, officiating. Interment will follow at Franklin Cemetery, Wellsburg, WV. The Chambers Funeral Home, Wellsburg, WV is honored and privileged to serve the Jacob’s family.
