Obituary William Howard ‘Billy’ Scoggins, 65, of Abbeville, died in December of 2019 at his residence. He was born in Maryland to the late Mildred Scoggins. Billy retired from the CSX railroad and enjoyed spending time with himself. Surviving Mr. Scoggins are his two sons, William ‘Chris’ Scoggins and his wife Angela of Florida and Nathan L.
