A lifetime resident of Rhea County, Franklin was the son of the late William F. and Cora L. Gillett Jewell. He was a veteran of the U. S. Army. Franklin worked in the construction industry for 22 years before his retirement in 1994. He was a member of a local labor union. Franklin was preceded in death by his wife Patsy McCabe Jewell, brothers Bill, Floyd, Leon, Richard and Harold Jewel and sisters Madge, Violet, Katherine, Elena and Betty Jean. Survivors include his son Douglas Lee Jewell of Spring City, daughter Debra Allen of Arizona, brother Kenneth Jewell of Spring City, two grandchildren and several nieces and nephews. Funeral services are Saturday, November 2, 2019 at 12:00 pm in the chapel of Vaughn Funeral Home. Interment with military honors will be in the Spring City Cemetery. The family will receive friends Saturday from 10:00 am to 12:00 pm at Vaughn Funeral Home. Vaughn Funeral Home, Spring City, Tennessee, is in charge of arrangements.
