Richard Luke Phelan Age: 18 Of: White Bluff, TN Died: Fridaty September 27, 2019 at Horizon Medical Center. Luke was attending Austin Peay State University and planned to major in Political Science and run for public office someday. While attending Creekwood High School he was a member of the Band and loved playing cards. Visitation: will be 6-8 Sunday September 29, 2019 and 9-11 on Monday at the Spann Funeral Home. Funeral Services: for Richard Luke Phelan will be conducted 11:00 a.m. Monday, September 30, 2019 from the chapel of Spann Funeral Home with Bro. Matt Honeycutt officiating.
