Obituary William M. Allen, 73, passed away at his home in Cortland on August 18, 2019. Bill was born on August 31, 1945 in Warren to Maxwell & Ruth Bailey Allen. He was a lifelong resident of the area. After proudly serving his country in the US Navy during the Vietnam War, Bill settled into his career at Packard Electric retiring after 35 years.
