Loy, 72, of Richmond, the husband of Marianna Heins-Loy, passed away Tuesday, June 25, 2019 at his home. Born January 26, 1947, at Ottumwa, Iowa, he was the son of the late Lewis E. and Mabel Elizabeth West Loy. He was a retired associate professor for the College of Business at Eastern Kentucky University. Other survivors include a daughter, Sara Elizabeth Loy, a son, Thomas Stephen Loy, and a brother, L.
