Mr. Starling was born in Lake City, Florida on December 20, 1969 to Raymond and Margie Starling. He was an Effingham County High School Graduate and was a self-employed construction worker. Visitation will be held at Riggs Funeral Home on Sunday, April 15, 2018, from 1:30 – 2:30PM with funeral services to follow at 2:30PM in the chapel of the funeral home.
