Warren – Tracy Rutledge Watts, 51, passed away Tuesday, January 8, 2019 at her home. Tracy was born on October 11, 1967 in Salem, OH a daughter of the late Carol Ann Rutledge. She was a graduate of East Liverpool High School and a homemaker for her children. She will be deeply missed by her son, Noah Bowman of Warren; brother, Brent Rutledge of Warren; and sister, Cindy (Bill) Rek of Warren. Besides her mother, she was preceded in death by her son, Aaron Andrew Rutledge; daughter, Katie Marcella Stoffel; step father, Glenn Rutledge; and maternal grandmother, Marcella Longanecker. A gathering of remembrance will be held on Saturday January 19, 2019 at Glenmoor Presbyterian Church at 16410 OH 267 East Liverpool, OH, 43920 from 1-3:00PM.
