Philip’s Obituary Philip Howard Wiley, age 54 of Parrottsville, passed away peacefully in his sleep on Monday morning, January 28, 2019. Phil attended Holy Trinity Lutheran Church in Newport. He is survived by his parents, Howard R. and Elizabeth Wiley of Parrottsville; sister and brother-in-law, Gail and Mike Smelcer; Nephew, Welsey (Savannah) Smelcer; and great-nieces and great-nephew, CrystaLynne, Cheyenne, and Hank Smelcer. The family will receive friends from 5:00 pm-7:00 pm Thursday, January, 31, 2019 at Manes Funeral Home. Funeral Services will follow at 7:00 pm in the Manes Funeral Home Chapel with Pastor Steve Thompson officiating. Burial will be held at 11:00 am, Friday, February 1, 2019 in Union Cemetery. In lieu of flowers, the family request donations be made to Holy Trinity Lutheran Church, 140 Lincoln Avenue, Newport, TN 37821.
