Billie Sue Mills, 59 of Winchester, Indiana passed away on Friday, December 21, 2018 in Winchester, Indiana. She was born April 25, 1959 in Fixer, Kentucky a daughter of Bill and Rose Ann Williams Baker. Left to cherish her memory include two daughters, Melissa Oakerman and Brandy Mills both of Winchester, Indiana; her sister, Georgia Baker of Winchester, Indiana,; step-children, Jim Mills of Pittsburg, Ohio, Christine Smiley and Jeff Mills both of Greenville, Ohio; special niece, Donna… Read More » Pittman of Ridgeville, Indiana; her husband of 40 years, Randy Mills. She was preceded in death by her parents, Bill and Rose Ann Williams Baker; siblings, Wilburn Brandenburg, Larry Baker and Wanda Baker and a niece, Morgan Qualls.
