Billie Jean Armstrong, age 76, passed away peacefully at home on April 28, 2020. She was born on November 12, 1943 to the late George and Fannie (Moore) Parsley in Oceana, WV. She worked at the deputy registrar in Gahanna for many years as a dedicated clerk. Billie Jean was a loving soul who will be missed by many. She is preceded in death by her parents, a brother, and a sister. She is survived by her companion of many loving years, Richard Clingan; son, Jason Armstrong of FL; step daughter, Tammy Clingan; grandchildren, Jeffrey, Carmen, and Morgan; two sisters; and many other dear friends and family.
