James Maurice Browning, Jr. of Frederick, Maryland January 23, 1943 – February 15, 2020 Mr. James Maurice Browning, Jr. died on Saturday, February 15, 2020 at Frederick Health Center after a brief illness. He was 77 years old. He was born January 23, 1943 in Damascus, Md. in the family home of his great grandparents. He was the son of the late James Maurice Browning, Sr. and Leslie Beatrice Woodfield Browning. He attend school in Damascus and graduated from Damascus High School in 1961. In 1965 he was graduated from Western Maryland College and went on to do graduate work at both the University of Maryland and the George Washington University. In 1967, he was employed by the Mount Airy Branch of the Farmers and Mechanics Citizens National Bank of Frederick as a teller. In 1968, he accept a position with the National Institutes of Health as a Management Intern. Upon being graduated from that program, he went on to hold several positions with the National Institute of Child Health and Human Development and the National Cancer Institute. In 1977, Mr. Browning left government service to become Administrative Director of the Oncology Research Center, Bowman Gray School of Medicine of the Wake Forest University. In 1981, he served briefly on the administrative staff of the J. Graham Brown Cancer Center of the University of Louisville, in Louisville, Kentucky. In 1982, he became Director of Sponsored Programs at The Jackson Laboratory in Bar Harbor, ME. Moving to Montana in 1988, he spent time in Great Falls as the Administrative Director of the McLaughlin Research Institute. In 1992, he moved to Billings, Montana and became Associate Director for Grants Administration at the Deaconess Research Institute. There, not only did he administer a very active basic research program, he also established the Deaconess Research Institute as a major partner with several prominent pharmaceutical companies including Wyeth Ayerst, Berringer Mannheim and Eli Lilly. The Berringer studies resulted in a number of publications that pointed out the uniqueness of the studies due to the large numbers of participants in those studies as well as the use of two mobile laboratories that covered the Northern Plains, screening women for the osteoporosis research studies. These units were pioneering units in that they were the first mobile laboratories that transported state-of-the art bone density units and digital x-ray units to a large rural and underserved region of the country. Mr. Browning returned to government service in 2002 as a Grant Specialist and later Grant Officer with the National Institute of Standards and Technology. Retiring in April 2014, Mr. Browning remained active in research administration until shortly before his death working as a consultant and independent contractor, and, most recently as a Senior Grants and Contracts Specialist at the Children’s Research Institute of Children’s National Medical Center. In 1971, Mr. Browning married Carol Jo Phillips. They had four children, James M. Browning, III, wife Lisa M. of Columbus, Montana, Leslie Carol Browning (deceased), Jonathan Carroll Browning, wife Maura E. of Jefferson City, Mo. and William Bradley Browning of Frederick. Carol preceded him in death on July 12, 2015. In addition to his sons, Mr. Browning is survived by 4 grandchildren, Katherine Elizabeth, James Michael, and Anthony Joseph of Columbus, Montana and Margaux Elizabeth of Jefferson City, Missouri. Mr. Browning has been a part of his wife’s extended family and wishes to thank the members of the Phillips, Lurz, Sadler, Delawter and McNelis families for the kindness they have shown him over the last 49 years. A memorial Mass will be held at 10:00AM, on Sat. February 22, 2020 at Saint Timothy Roman Catholic Church, Walkersville, Maryland. Following the service, friends and family are invited for a light lunch at the Church Social Hall. Interment will follow at the Saint Michael’s Catholic Church Cemetery in Mt. Airy, Maryland. The family requests in lieu of flowers that memorial contributions be made to St. Timothy Roman Catholic Church, 8651 Biggs Ford Road, Walkersville, MD 21793.
