Elva’s Obituary Elva Romelia Garcia, 78, passed away on May 21, 2019. She was born on November 7, 1940 in Nava Coahuila, Mexico to Diego Rangel and Encarnacion Cardoña Rangel. She is preceded in death by her husband, Raul Garcia. She is survived by her children, Norma Ramirez (Cruz) and Jose Piliado (Maria); sister, Rosa Mireles; 8 grandchildren; 8 great-grandchildren; 2 great-great-grandchildren.
