Obituary Phipps, Billy. May 24, 2019. Age 89 of Riverview. Beloved husband of the late Theldora Phipps. Loving dad of Robert, James, Mattie Sue, Larry, Mary, Karen, Danny, Linda, the late Joann, and the late Jerry. Also survived by many, many loving grandchildren, great-grandchildren, and great-great-grandchildren. Billy was preceded in death by his parents Rayphel and Pauline and his brother Bobby.
